Coastal forest and shoreline in Pebble Beach, California

Monterey Peninsula Community Guide

Pebble Beach, California

Cypress forest, ocean-view estates, and world-famous golf along 17-Mile Drive.

Overview

What daily life feels like in Pebble Beach

Pebble Beach is an unincorporated community in the Del Monte Forest, between Pacific Grove and Carmel-by-the-Sea. Its main road, 17-Mile Drive, winds through cypress and pine forest and along the coast past some of the most famous golf courses in the world. Nonresidents pay a toll to use the drive, which makes Pebble Beach a de facto gated community. Homes are mostly single-family residences, many tucked into the forest or set along the coast, and the community feels quiet and private despite its fame.

Because much of Del Monte Forest sits in a wooded coastal setting, review our guide on Homeowners Insurance & the CA FAIR Plan on the Monterey Peninsula so you can verify fire hazard zones and insurance coverage early during escrow.

Local Character

Why people love it

  • 17-Mile Drive along the coast and through the Del Monte Forest
  • Gate access: nonresidents pay a toll, so the community is quiet and private
  • Home to Pebble Beach Golf Links, Cypress Point Club, and Monterey Peninsula Country Club, among eight golf courses in the community
  • Forested lots and ocean-view properties, minutes from both Carmel-by-the-Sea and Pacific Grove
  • Resort amenities nearby, including The Lodge at Pebble Beach and The Inn at Spanish Bay

Due Diligence

Good to know in Pebble Beach

Local municipal rules, water district policies, and coastal realities to verify when purchasing or remodeling here.

  • Pebble Beach is unincorporated Monterey County. Residents pay Monterey County property taxes plus community maintenance fees. Confirm all fees and assessments during escrow.
  • Much of the area is in the Coastal Zone and the Del Monte Forest Land Use Plan. Remodels, additions, and tree removal face county and coastal permit review.
  • The forest setting means wildfire risk in many areas. Verify the fire hazard zone and get homeowners insurance quotes early in escrow (see our guide at /blog/wildfire-insurance-ca-fair-plan).
  • School district varies by address. Parts of Pebble Beach are served by Pacific Grove Unified. Confirm the district for any property.
  • Short-term rental rules in the county coastal zone are restrictive. Do not assume a home can be used as a vacation rental.

Commute & Access

Getting around

Five gates connect Pebble Beach to the rest of the Peninsula, including entrances from Highway 1, Pacific Grove, and Carmel. Highway 68 and Highway 1 lead to Monterey, the Naval Postgraduate School, and the Presidio of Monterey (DLI). Residents have gate access for their own vehicles.

Everyone in Monterey seems to be searching for homes, yet very few homeowners put theirs on the market. I break down the two financial reasons behind Monterey County’s historically low inventory: the "golden handcuffs" of low mortgage rates and California’s Prop 13 property tax rules.
